Lean management structures mean that as often as not a key component of the development plan cannot be managed within the existing team. An interim project manager will have done this work before and will be sensibly over-qualified for the task in order to hit the ground running.

Or due to unpredictable events or when an executive is busy elsewhere, an interim executive with "a steady pair of hands" can fill the critical gap.
